-2012년11월19일 전 세계의 눈은 미얀마로 향해있었다-

18일 밤부터 거리의 곳곳에서 미국 성조기를 들고 다니는 젊은이들을 쉽게 볼 수 있었고
UCC를 찍는 이들도 간간이 눈에 들어왔다.
현직 미국 대통령이 역사상 처음으로 미얀마를 방문 한 것이다. 미얀마 양곤 공항 활주로에 미국 대통령 전용기 에어포스 원이 도착하는 순간부터 미얀마에 새로운 역사가 시작되고 있었다. 미국의 언론들은 “획기적인”, “역사적인”수식어를 쓰며 보도를 했다. 대통령보다 아웅산 수치 여사가 더 유명할 정도로 폐쇄된 전체주의 국가였으나, 2010년에 민간 정부가 들어선 이래 조금씩 개혁 개방의 움직임을 보이고 있다.
반세기 동안 군부 독재체제에 시달려온 미얀마는 2007년의 ‘샤프란 혁명’을 거치며 헌법 개정에 착수, 지난해 의회 구성과 민정 이양에 성공했다.그러나 여전히 미얀마 정부는 군사 독재 체제와 맥을 잇고 있고 여전히 전체주의, 권위주의 성격을 강하게 띠고 있어서, 오바마는 자신의 방문이 이 체제에 정당성을 부여하는 것으로 해석되지 않도록 주의를 기울였다. 18일에 태국에서 가진 기자회견에서 오바마는, 자신의 미얀마 방문이 이 나라의 현 정부를 승인하는 게 아니라 민주 사회로 탈바꿈하고 있는 노력을 높이 산다는 의미라고 설명했다. 오바마는 인권과 정치적 자유를 존중하는 나라로 변모하며 개방의 문을 여는 미얀마의 '국민에게' 축하를 보낸다고 했다. 오바마의 미얀마 방문에는 그 성격을 규정하는 것만큼이나 어려운 일이 하나 더 있다. 이 나라를 어떻게 불러야 할 것인가. 이 나라 정부가 주장하는 대로 미얀마? 아니면 전통적으로 불러온 대로 버마로 불러야 할까? 이다. 미얀마의 정식 국명은 미얀마연방공화국(Republic of the Union of Myanmar)이다. 예전에 미얀마는 버마라는 이름으로 불리었다. 이렇게 알려진 것은 이 나라 사람들이 선택한 게 아니다. 여러 종족으로 이루어진 이 나라에서 가장 중심이 되는 종족이 바마르(Bamar)였는데, 여기서 버마라는 이름이 나왔다. 한편 이 종족을 좀 더 격식을 갖추어 포괄적으로 부르는 말이 미얀마였다고 한다. 이렇게 두 가지 이름이 함께 쓰였는데, 외국에 버마로 알려지게 된 것은 이 나라를 식민지로 다스린 영국 덕분이었다. 19세기에 이 나라를 침략한 영국은 20세기 중엽까지 영국령 인도의 일부로 삼아 식민지 지배를 유지했는데, 그 때 이 나라를 버마로 부르고 소개했다고 한다. 이 때문에 1948년에 독립하면서 새로 선 나라도 버마연방(Union of Burma)이었다. 1989년에 버마의 군사 정부는 영국 식민지 시대에 붙은 영어식 지명들을 고유한 말로 바꾸는 작업을 수행하면서, 나라 이름도 미얀마로 고쳤다. 정식 이름은 버마연방에서 미얀마연방이 되었다(2008년에는 '미얀마연방공화국'으로 다시 고침). 그러나 미얀마의 반체제 세력 일부는 새 이름을 받아들이지 않았다. 이름이 나빠서가 아니라, 정당성을 갖지 못한 군사 독재 정부가 정한 이름이었기 때문이다.
미얀마가 나라 이름을 바꾼 뒤 국제 사회도 이 나라의 이름을 둘러싸고 혼란을 겪었다. 영어권을 중심으로 한 서구 국가 일부는 새 이름 미얀마를 인정하지 않고 자신들이 지금까지 써 온 버마를 고집했으며, 많은 서구 언론도 꼭 버마라고 쓴다. 이 역시 새 이름이 민주적 방식으로 국민의 합의를 얻어 결정된 게 아니라는 생각 때문이다. 현재 미얀마를 옛 이름 버마로 부르기를 고집하는 나라는 미국, 캐나다, 뉴질랜드, 그리고 미얀마의 식민국이었던 영국 등이다. 미국 CIA의 세계 국가 정보에도 버마로 되어 있다. 영문 위키피디아도 미얀마를 치면 버마라는 표제어로 연결된다. 영국 방송사 BBC도 버마를 쓰며, 인권 단체인 국제인권감시단(Human Rights Watch)도 그렇다.그러나 유엔은 이 나라의 공식 이름인 미얀마를 사용한다. 위 나라를 제외한 많은 나라가 국명 미얀마를 인정하고 그렇게 불러 준다. 웹 주소에 쓰이는 국가 식별 코드 역시 .mm 이다. 엠네스티 인터내셔널도 미얀마라는 이름을 쓰고, 언론사로는 ＜뉴욕 타임스＞가 초기인 1989년부터, AP가 1998년부터, ＜파이낸셜 타임스＞는 올해 1월부터 미얀마라는 이름을 사용한다. 한글 위키에 따르면 한국도 1991년 외래어 심의 공동위원회의 결정에 따라 미얀마로 부르기로 했다고 한다. 한글 위키는 "2007년 미얀마 반정부 시위의 여파로 대한민국의 언론사인 경향신문은 공개적으로 미얀마 표현을 영구히 쓰지 않을 것과 그 대체표현은 '버마'임을 선언하였고"라고 하였으나, 그 이후의 ＜경향신문＞ 기사 검색을 해 보면 미얀마라는 말이 흔하게 나온다. 미국은 공식적으로 이 나라를 버마라고 부르지만, 당사자 앞에서는 말조심을 한다. 작년 12월에 미얀마를 방문했던 힐러리 클린턴 국무장관은 미얀마를 가리킬 필요가 있을 때 '이 나라(this country)'라는 말을 사용했다고 한다. 이것은 미얀마 정부가 자기네 나라 이름에 국가 자존심을 걸기 때문이다. 2011년에 미얀마 외무장관은 "당신들은 이게 사소한 문제라고 생각할지 모르지만, '미얀마'라는 국명 사용은 우리나라의 국가 정체성이 걸린 문제다. 다른 나라를 올바른 이름으로 불러주는 것은 그 나라를 평등한 태도로 존중하겠다는 의사를 보이는 것이다"라고 말한 바 있다. 오바마 대통령은 이날(19일)에 미얀마 대통령 테인 세인과 회담을 마치고 기자들을 만난 자리에서 '미얀마'라는 이름을 썼다. 미국 대통령으로서는 처음 있는 일이다. 하지만 엄청난 사상자를 낸 미얀마의 민주화 운동의 성지인 양곤대학 연설에서는 버마라고 표현 했고 아웅산 수치여사의 자택에서도 버마로 불렀다. 현지 미안마타임스는 오바마의 이름을 미얀마의 옛 이름인 버마와 합성해 ‘오-버마(O-Burma)’라는 헤드라인을 1면에 실었다. 미국 대통령이 미얀마를 방문한 것이 미얀마 군사정부를 인정한 것은 아니라는 반증이기도 하다. 오바마 대통령은 미얀마 방문에 앞서 방콕에서 기자 회견을 갖고 “나의 방문이 버마 정부 지지를 뜻하는 것은 아니다”고 말했다.

-On November 19, 2012, the world attention focused on Myanmar.


Young people from all corners of the streets carrying the American flags at night of 18th day could easily seen, and occasionally those taking UCC caught my eye.

The incumbent US President visited Myanmar first time in the history.

The moment the US presidential plane Air Force landed on Myanmar Yangon airport runway, Myanmar began its new history. The United States press reported "breakthrough", "Historical" keywords in newspaper. Although Myanmar was a closed totalitarian state such that Mrs. Aung San Suu Kyi was enough to be more famous than the US　president, but since the civilian government took office in 2010, small reform movement was noted. Having undergone a half century under the military dictatorship, Myanmar went through the "Saffron Revolution", and last year, it embarked on constitutional revision and succed in building civil administration.

However, because Myanmar government still has the military dictator system and relationship, and continues to show strong totalitarian, and authoritarian characteristic, Obama was careful to avoid in granting a political legitimacy toward its government during the Myanmar visit. At a Thailand press conference on the 18th day, prior to visiting Myanmar, Obama explained, his visit to Myanmar does not signifies the approval of its current government, but highly respects its efforts to transform into democratic society. Obama sent a celebration message to the people of Myanmar for their efforts in transforming Myanmar into a country that respect human rights and political freedom.

Obama's Myanmar visit, due to its nature of regulation. posed a difficult issue. How should this country be called? Should this country call Myanmar as its government argued? or Should it be called Burma as its traditional name?
Myanmar's official country name is Republic of Myanmar Union. In the past, Myanmar was called Burma. The country name Myanmar wasn't its people's choice. Consisting of several races, Myanmar had the central race called Barmar and the name Burma originated from it. On the other hand, when this race was more formally and comprehensively called, it was known as Myanmar. Although this country used its two names, but thanks to the British colonialism, this country became widely known as Burma. When the British invaded it in the 19th century, this country became under the colonial rule as part of the British India region, and was introduced as "Burma". For this reason, in its independence on 1948, the new country was named "Burma Union". In 1989, Burma's military government, during the task of replacing its British nomination to a traditional name, changed its country name to Myanmar. The formal name changed from Burma Union to Republic of Myanmar. (In 2008, it was renamed to Republic of Myanmar Union.) However, Myanmar's anti-government forces did not accept the name. It was not due to its bad name, but its unacceptance of legitimate country name given by government ruled by the military dictatorship.

After changing the country name to Myanmar, the international community was surrounded with confusion. Mainly English-speaking countries, including some western countries, didn't recognize the new name of Myanmar and insisted on using the previous country name Burma. So did the many western media. This, of course, was due to not obtaining the agreed country name in democratic manner.
Currently, the countries that insist on referring the country name as its old name Burma are the United States, Canada, New Zealand, and Myanmar's former colonizing country British. The US CIA's worldwide country database also name it as Burma. Even in English Wikipedia, when searched for Myanmar, the search result shows Burma. British broadcasting company BBC. as well as the human right group, International Human Rights Watch, use its previous name Burma.

However, the UN uses its formal name Myanmar. Apart from above mentioned countries, several other countries use the formal name Myanmar. The website address is also coded .mm. Amnesty International also recognized the name as Myanmar, and as for the press, started using the name since 1989, AP used it from 1998, and started using it since January of this year.
According Korean Wikipedia, Korea also started using Myanmar since 1991 under the Joint Commission of Foreign Name's decision. Although Korean Wikipedia stated, "In 2007, due to Myanmar's anti-government protest influence, Korea's media "Trend Newspaper (Kyunhyang)" will permanently not use the name Myanmar in the public and stated to use the alternative name "Burma", the newspaper search on commonly showed Myanmar.
The United States officially called the country Burma, but when talking with the country's officials, they are careful of the country name. When Secretary of State Hillary Clinton visited Myanmar last December, she referenced the word "This country" as opposed to Myanmar. Because Myanmar government puts its national pride within its country name, she avoided mentioning the country's name. In 2011, Myanmar foreign minister recalled, "Maybe you think this is a minor problem, 'Myanmar' stakes on its national identity on the country name. Correctly mentioning other country's name is showing respect to that country in equitable term."
On the 19th, after meeting with Myanmar President Thein Sein, President Obama used the word "Myanmar" in front of the reporters. This was the first time the President of United State mentioned "Myanmar". But Burma was mentioned at the Mrs. Daw Aung San home and during the Myanmar's democracy movement speech at the holy land of Yangon University, which triggered tremendous amounts of casualties in Myanmar's history. Local Myanmar Times published the word "O-Burma" as the headline of its front page, combining the word Obama and Myanmar's former name "Burma". This headline is clear reflection that "The US president visiting Myanmar isn't approving of the Myanmar's military government". At the press conference in Bangkok before visiting Myanmar, President Obama stated, "My visit does not mean that I am in support of the Burmese government."
